It is important to note that this is a strategy for foreign and security policy. It’s not an overall crisis response strategy for the European Union. The strategy does not address overall coordination paradigms for the EU such as the one which was deemed necessary after the terrorist attacks on 911, the tsunami in 2004 or the Fukushima crisis in 2011. The fact that some crises require a generic format for coordination is not addressed. For this reason the challenges faced for instance by global pandemics remains an open question.
